Johnson City announces Water and Sewer Services director retirement

Johnson City has announced that Water and Sewer Services Director Tom Witherspoon will retire after more than 44 years of dedicated service to the City of Johnson City. Witherspoon, who began his career with the City as a civil engineer in 1981, was named assistant director in 1982 and became director in 1987. He will remain in his role until November 6. During his tenure, he saw the population of Johnson City expand from 48,000 to over 70,000, and oversaw 117 employees when he began, to almost 200 now.
